Place potatoes in a medium saucepan, cover with water and bring to a boil. Reduce heat and simmer potatoes for 15-20 minutes, or until the potatoes are fork tender. Remove from heat, drain and let cool for about 5 minutes.
Preheat oven to 425-degrees. While potatoes are simmering,combine melted butter, garlic, onion powder and pepper. Prep pan by spreading olive oil w/ a pastry brush over the bottom to prevent sticking.
Place potatoes on a baking pan that is lined with non-stick aluminum foil or a silicone baking mat. With a potato masher (or a fork),slightly smash each potato down. Using a pastry brush, brush the tops of potatoes with the butter mixture.
Roast in oven for 20-25 minutes, or until the top of the potatoes are crispy! Remove potatoes from oven and top with chopped green onion tops or chives and serve immediately.
