In a large pot, cover potatoes with water. Bring water to a boil and add salt to the water. Reduce to a simmer and cook until potatoes are fork tender, about 15-20 minutes. Drain potatoes and set aside.
In a large bowl, whisk together remaining ingredients. Add warm potatoes to the sauce and stir to combine. Serve warm or cool and refrigerate leftovers.
